It's not a router problem otherwise the 4th machine I tried wouldn't have worked either. The Wireshark trace clearly shows that the client is talking to the VPN server its just something on those machines that is rejecting the connection request. I tried an internal loopback (vpn client and server on same machine) and it still behaves the same way.
